一、arise与emerge用法相同。在科技论文中，在表达“问题出现”时arise比emerge更常用。emerge意义更广，还可以表达新技术、新方向的出来，不过我们这里只涉及“问题出现”。
例如：
A problem arises/emerges when users increase their access.（当用户增加访问时问题出现了。）
We always face such a challenge that when a problem is solved another one arises/emerges.（我们总是面临这样一个挑战：当一个问题解决，另一个问题就出现了。）

The disclosure of data gives rise to users’ security concerns.（数据暴露引起用户的安全担忧。）
The evolution of AI gives rise to growing public concern: does AI control human kind some day?（人工智能AI的发展引起越来越严重的公众担忧：AI某一天会控制人类吗？）
